A cheaper option for Residency by Investment in Portugal is the D2 Visa.

The Portugal D2 Residency Visa is a program that offers residency by investment in Portugal. It is an alternative to the now-discontinued Golden Visa program based on real estate investments. The D2 Visa is designed to promote new businesses in the country and leads to Portuguese citizenship after five years.
